If the runt is eating and doing fine then do nothing at all. He should be fine. If you are having issues with getting your puppy to eat you may have to bottle feed the puppy to insure the puppy is getting enough to eat. If you have too many problems take the puppy to the vet to be examined.

The runt of any litter of pups should be nurtured just like his larger litter mates.Extra attention should be given him.If he is fortunate enough to make it through any rough patches, he will grow to be the most loyal and smart of the group.Give him lots of extra LOVE.

The smallest dog in the litter will not be prized if you are regarding pedigrees, however they make great pets so just give it to a loving family

You should hold on to him/her for yourself or you should exhaust all avenues of finding a home for the dog. There are a lot of people who are particularly interested in animals that are runts and rejects. If nothing else, bring it to a shelter, preferably one where they don't euthanize the animals.
