Monitor the puppy's leg for improvement or worsening, and if it improves then it was probably nothing, however it could be a sign of something more serious.

A swollen leg on a puppy needs to be checked by a vet and maybe x-rayed to check for a possible fracture. If your puppy seems to be uncomfortable when walking or when you manipulate his leg have it Vet checked as soon as possible.

For right now put him in his kennel so he can rest and not run on it. Call your Vet and have him schedule an appointment to check your dogs leg.

You have to find out why the leg is swollen. Was it bitten by something i. e. ,an insect or another dog? It could be fractured or broken and it's not normal for a puppy's leg to swell. You need to take your puppy to the vet as soon as possible, sounds like he may be in some pain.
