whenever working with electricity it is very important to follow standard safety rules. when installing a 220 volt breaker make sure main breaker is off test with voltmeter

The same as with any other electrical work. Turn the power off, either by disconnecting the power or by turning the master breaker off.

They slide in just as a single pole breaker. Just make sure you don't touch the hot buses in the panel and you will be ok. Nothing to scary.
