Because the word, "not" modifies a verb, adjective or adverb, it is an adverb; Yet it is a special adverb because it can negate its modified item.

The word "not" is an adverb, one that indicates negation. Although "not" does not end in "ly" as many adverbs do, it is an adverb nonetheless.
