Your gonna want to use spinning reels and rods unless you plan on weighting the flukes. Since the flukes are so light, a baitcasting rod will give you troubles. a 6'6" medium to medium heavy action spinning rod, with a spinning reel with a low retrieve ratio so you can fish it slower will do wonders for you

To keep things simple go for a 6.5 foot to 7 foot medium action rod. A spinning combo or casting combo will get the job done. A Penn rod/reel combo is also satisfactory.

Fluke fishing is extremely sporting in that you can often use light tackle to catch them. I would suggest that you keep medium action spinning rods and medium action reels designed to go on these types of rods handy.

For Fluke fishing you should have a durable salt water rod and reels. Reel must have a sturdy monofilament line of it.
