This kind of sentence is a question or interrogatory. Questions are indicated by the '?' symbol instead of a typical period. This question is phrased, however like a statement; a better way to say it would be: "How do I learn how to draw?"

Normally, the sentence type is a question, since it ends in a question mark. However, context isn't an issue here. (In context, someone could be repeating, incredulously, a suggestion from someone else that he or she would like to draw.) It's a declaration of a fact, thus a DECLARATIVE sentence.
