You can start with some basics: construction paper, child-safe scissors and glue. Then hit the dollar store for popsicle sticks, sheets of colored foam, pipe cleaners, large beads, ribbon, gems and vials of glitter. If you don't mind a mess, some washable paints and big brushes are good.

If they are really young stick with things that they won't eat such as finger paints. If they are old enough to have more than that you can put in things like Pom-pons, Pipe Cleaners, Paints, Non-toxic glues, construction paper and kid safe scissors.

Make sure items are age-appropriate and safe for the children who will be using the table. Construction paper, cardstock, posterboard, scissors, glue (liquid or, pencils, crayons, markers, yarn or string, glitter, stickers, play-doh, old magazines to cut pictures from, and Popsicle sticks all encourage creative play.
