Many times, if options to do things like set a screen saver are missing, it means you are not logged in as an account with sufficient permissions on the computer to make the changes you want. If you are using a company computer, check with yout IT department to see if this is allowed.

For Windows right click your desktop and click properties. The screen-saver tab should be there, otherwise go to power management and it should be there. If all else fails, reinstall your graphic drivers or restore to a previous date when your screen-saver tab was working. If all those options didn't work, reinstall Windows.

Screen saver is the part of the display properties of the system. It might be disabled from the the registry. you can still enable it by editing in registry.

Depending on what OS you are using, it shouldn't be too difficult. It is usually just a matter of right clicking on the desktop and clicking an option from there.
