May be caused by an infection someplace in or on your dog. Could be a side effect of Staph infection from flea bites or other kinds of infections. My dog has these in his throat and under his armpit. Soft, and movable under the skin. He had Staph.

Like finding one on yourself, locating a lump on your dog can sometimes be cause for an owner's concern! However, many times the lump is simply a benign tumor or cyst. Contact your vet, he or she will perform an exam & possibly a biopsy to nail down a cause.

Honestly dogs shouldn't have a movable lump in their neck if yours does it truly needs to make a visit to the vet thats just not normal they can do some tests and tell you exactly what it is and if it needs treatment how to do that as well.

It could be a sebaceous cyst. These are pretty common is certain breeds of dogs and are usually harmless. Have your vet do a biopsy if you are concerned.

It is probably a cyst. Some breeds of dog get them more than others. If it's painful or gets bigger call the vet to could be something more serious.

Most likely it is a benign fatty mass, but could be something else, more serious. He needs to be taken to the vet to have it aspirated.
