What is the purpose of a tie-down on a horse?

A tie-down is a training tool that will help the horse perform given commands better. It helps the horse balance its head when pressure is applied through the reins. The tie-down can also be used in practicing and competing in addition to training and used carefully. A tie-down that is too tight will limit the horses ability to run.

Some of the more high-spirited horses get into a bad habit of throwing their head up/back when being held back by the rider. A tie down prevents this.
