If you do not have title to a car that you own, you can request a replacement title at the BMV. In general, once you pay for the car in full, the title is transfered to you. If you bought a car and paid in full up front, the title should have been immediately signed over.

Without a title, you technically don't own the vehicle. Even when financing, you should get a title but it will have a lien. The car can't be sold or transferred.

It's kind of your fault for not making sure that you had a title to this car. Since you have no title this car could be stolen and you would get in trouble for that. You should call the local police department and tell them you didn't get a title.

You can meet local attorney and say you just want to get rid of the car and don't need car title.
