I assume you mean an exhumation. Disturbing a grave, in any state, without court order is a serious crime. In any state, there must be "compelling reasons to disturb a grave". If you feel a mistake or crime has happened, consult your police. If you need to reclaim an item from the dead, consult your mortician for the legal process.

The actual opening of the grave is illegal because of safety issues which arise around the use of machinery on cemetery property and the protection of property.

A court order must be issued to dig up a body from a grave. There are a number of reasons this might be requested. There are several websites with details.
