What is the law in Missouri concerning security deposit's?

I recently moved out of an apartment, at which time I cleaned the carpets, and had the unit cleaned from top to bottom, now the complex is refusing to give me back my deposit, saying the apartment was a mess.

The manager must be specific as to the problem. They cannot simply say "it was a mess. " They must detail things like "oven not clean, food left in fridge, blinds damaged" etc. Failing that and your acknowledgement, file against them in Small Claims court.

In the state of Missouri if a landlord wrongfully withholds a deposit the tenant may sue for twice this amount.

It is possible that the property was trashed by vandals after you left. Find photos you took at the end of your lease or upon moving out to show the state it was in when you left. This is your defense against their charges. If you have no photos, you have no proof.
