State Prisons are administered by the the state government's Department of Corrections. They house inmates who have been sentenced for violations of laws of the state in question (generally, the crime(s) were all committed in the same state) Federal Prisons are administered by the federal government and house inmates who have been convicted of violating federal laws.

A state prison is where you are sent when you commit a crime that is against the laws of youor state. Federal prison is where you go when you commit crimes that are against federal law. Fedral prisons are not as aesthetically unappealing as state ones.
