What is the definition of human resources?

You always hear about how much the HR department in different work environments does. But I have never really known exactly what that is.

HR used to be called "personnel." The HR department makes sure that payroll records are correct and maintained, that grievances are resolved, that legal issues are handled properly, that hiring practices are fair and that disciplinary measures are meted out in accordance with the law. HR usually screens the first round interviews of new hires, too.

They know all the regulations on hiring and firing people. They are like a built in union and help the employees solve some work related problems. They work with managers or supervisors to be sure that they are handling the personnel in their department correctly. They counsel employees.

Human resources departments manage people. They hire, fire and promote people. They often set salaries. They manage health benefits and other benefits like worker's compensation or disability claims.
