England taxed the colonies on their purchases from England (manufactured goods, tea) and exports (cotton, tobacco) to England. They were essentially taxed both ways, and they had no representation in the English Parliament to protest the taxes that made them a cash cow for England. Hence "no taxation without representation".

The debate centers around the issue concerning which of the colonies had the superior system of self-governing, as opposed to a British propriety system.

I am not aware of any debate over the best colony in the group of 13. I do know that the smaller colonies were often quite critical of the larger ones. This is what led to constitutional protections such as two senators for every state regardless of population and the system of checks and balances to protect the smaller states.
