The best way to drain a tank is to siphon it. This way, the sedements on the bottom are not disturbed.

I've always had the best luck with siphoning. All you need is some tubing and a container to transfer the used water into. By siphoning, you can remove the waste water, but still keep things like plants, pebbles, and decorations undisturbed.
