It is tempera, not tempura, paint. This is a mixture of a colored pigment with a water-soluble binder that is gooey or sticky, usually egg yolk, which is why this paint is sometimes called egg tempera. It was used until the Sixteenth Century when oil paint was used.

Tempura paint is pigment, which is suspended in egg yolk or acrylic. It is not waterproof, but dries hard and can be used with oil paint.

Tempura paint, commonly called poster paint, is a water based paint sold in art supply stores and hbby/craft stores. It is generally sold in powder form and mixed with water at the time of use. It is good for children because it washes off with water.
