It is when you take all the power restricting compnents off of a scooter. Sometimes there are restrictor jets in the carb, or a very small exhaust, or the cdi box sometimes has a speed governer on it. Also sometimes the airbox has restricting plates or snorkels in it you can remove.

To be legally considered as a Moped, scooter engines have to be restricted in their power output. De-restricting is the removal of whatever was used to restrict power output.

Well it sounds like the act of removing all the restriction install by the manufacturer from a scooter. This could be anything from removing exhaust restrictions or transmission governors.
