"Organizational Behavior Modification Strategy" is a buzzword for a method to get a group to change their behavior. For instance, something like an "employees must wash hands" sign in a bathroom would be a Behavior Modification Strategy. The intent of placing the sign up there is to (hopefully) remind workers to wash their hands, modifying the way the group behaves.
