You need to remove the railing form the spot you want to install the new steps. Make a base for the steps (usually a small concrete pad) place the runners (the sides of the steps) then install the actual steps.

measure the drop from the top joist of the deck to the ground,this will determine your stringer size and the amount of steps you'll need. buy these premade at your local home center. At the base dig out the ground about 6 in, fill with gravel and place a concrete lintel level for the bottom for the stringers.

Your additional-steps require a (concrete/masonry) footer or foundation for support. Depending on the rise & span, pre-fabricated stairs or a "kit" are easiest. You at least need to obtain: (3) stair-stringers sufficient lumber for the hand-railings & steps appropriate-fasteners (bolts&nuts, nails, reinforcing-plates, screws, ...) If you are cutting the lumber yourself, you need a good-saw & a miter-box (for hand-railing-supports).

It depends how high up the deck is. If your deck is very low it is as simple as building a few steps and placeing them where desired.

Could involve concrete work for small foundation under it,Some sawing and nailing or screwing in screw's.Cutting notch's in wood and placing wood on the notch's.different Type's of step's.You want concrete step's just build a form for step's and mix concrete and pour it.Use a mason trowel and a edger.
