In a bureaucratic system increased resource input leads to decreased output due to displacement of productive activity by increased bureaucratic activity. Examples: Soviet Union, European Union, British National Health Service.

It is the theory of bureaucratic displacement: the more the government spends on a system (like healthcare), the less output, productivity and benefit is realized. The concept was put forth by a British physician with regard to his observations of the socialized medicine in place in the UK.

Gammon's Law was created by Max Gammon. According to Gammon's Law, increasing expenditures in a bureaucratic system will cause output to fall.
