The Gracchi and Social Revolution in Rome were an example of severe riots in early Rome. These riots resulted due to the agrarian law which limited the amount of land a single person could possess. Both Tiberius and his brother Caius were killed when they tried fiddling with this law!

Th Dutch - Roman Law considered a riot an offence and was labeled 'public violence' a. k. a 'vis publica' - the use of violence and force by which the public rest and order is endangered and the authority of the lawful authorities and officials is set at naught.

Well, logic says there were two early Roman riot laws. 1. Thou Shall not Riot 2. Riot and Perish. You dare not say a word against the Roman emperor buddy! Rioting is a strict No No!!
