A civil judgment is a the Judge's final order on a civil, not criminal, case. It could be a small claims case, or any other civil matter.

A civil judgement is usually persued when the plaintiff is unable to get any satisfactory agreement from you. For instance you may have been involved in a DUI and someone gets injured. If you get off on the criminal case they have the right to sue you civilly to recover some monetary damages without you admitting guilt

I civil judgment is any judgment that is not criminal. The law is divided into two halves--civil law and criminal law. Criminal law involves the prosecution of people for crimes. Everything else is civil law. Thus, a civil judgment is a court decision on any issue other than whether someone is guilty of a crime.
