An Article 15 is Commanders Non-judicial Punishment. The member does not have to accept the Article 15, and can instead move to a Courts Martial. However, commanders usually only offer an Artilce 15 if they have enough evidence to prosecute. A commander that accepts in will likely lose command.

Article 15 is an article in the Uniformed Code of Military Justice that allows a commanding officer to impose non-judicial punishment for minor offenses. Typically, the commander has the authority to determine if any offense is 'minor,' but typically involves disrespect to officers or disobedience of some form. The UCMJ encompasses all branches of the US military.
