This light indicates the Anti-Lock Braking System is not working. When Panic stopping or on slippery surfaces the wheels of the vehicle can lock up loosing all traction. When the system is working correctly the ABS pump pulsates the brakes and doesn't allow the wheels to lock up for traction.

When you have a ABS light that stays on then you have a problem with the abs system. You should have the computer read to see what trouble codes it gives to know where to start. Most autoparts can read codes but you may need a shop to read them.
