It means the he or she is behind in learning, motor, or social skills. A delay can be due to a number of reasons. Some of these reasons incude premature birth, a mother who was using drugs during pregnancy, an accident that has brought on physical and or mental stress to the body and mind.

Children must learn more and more skills to help themselves perform at the same rate as others their age, some kids are slower then other in developing certain skills and we call this a delay. Kids usually catch up eventually by occasionally they will need some intervention and therapy to help them.

A person is developmentally is considered developmentally delayed if they don't reach the mile markers that the doctors think they should reach by a certain age. Sometimes they catch up and sometimes they don't.

There is only silent improvement and there is no fast improvement. The medical treatment is slow and hence there is a slow development in the health condition. There is a development in health condition but it is slow.
