Sounding R for W is a speech impediment. In Spanish, a V sounds a bit like a soft B. In German, V sounds like F and W sounds like V.

I am not really sure what you are asking. Does the country pronounce the W as R or does the country's alphabet have W in place of R in the alphabet.
