Almost every nation uses this system; it gives the government legitimacy because it can claim it is expressing the will of the people. Even N. Korea is a democracy!

English-speaking countries, like Canada, Australia, the USA and the UK, elect representatives from districts that are apportioned by population. Many other countries vote for parties in a single national vote.

No country actually uses representation by population. The only country seriously considering such an option was Canada, before becoming a Confederation. Citizens of West Canada were asking it to have more seats in the House of Commons, being more populated than other parts of Canada.
