It could be secondary syphillis. The second stage starts when one or more parts of the body break into s rough, red or reddish brown spots on the palms of hands and bottoms of feet. Even without treatment the rash will clear up on its own. But, the syphillis needs to be treated.

Reddish spots may be due to any insect bite. You have mentioned that it's appeared on your foot and hands this may be due any blood infection such as HIV. Don't be bother but made a investigation for blood. some peoples may have red spots due the clot inside the skin. Better to consult an physician
