What could be the cause of the scales on my Golden Euonymus shrub?

Sounds like a fungus. If you have too much water going to it the fungus will grow because of the moisture. try keeping the shrub twigs and trunks as dry as possible. You can gently pick the scales off to reduce the amount of their spreading further on the shrub. You can also buy supplements for your dirt.

The Golden Euonymus shrub is susceptible to scale, usually caused by uneven watering and poor air circulation. Cut off heavily infected branches and/or apply dormant spray in early spring before new buds appear. Additional dormant spray can be applied in early fall.

Insects are actually the cause of these scales. You can get rid of the infestation by pruning diseased branches and applying a pesticide and a preventative pesticide in the spring.

Scale is caused by a insect and will look almost like someone dropped ashes on the plant. The other thing that this could be is powdery mildew, which is much more common. Either of these can be treated; scale can be treated with systemic treatment that is labeled for euonymus and powdery mildew can be treated with a fungicide.
