What could be causing scales on my Krauter Vesuvius flowering plum?

I am not sure if my tree is diseased or if a bug is attacking it.

If the scales you are refering to are along the trunk and leaves and into the flowers themselves then this is most likely a disease. A simple graft response test with a pine sprout bud should confirm or deny this.

Scales on flowering plum may be due to food. Moreover, climate maybe extreme where they are originally staying so they stay on the plum to serve as their overwintering host.

The scales might be caused by a lack of micro nutrients. One quick fix might be to try a foliar fertilizer. The results should be seen in one to two weeks.

Please look out for damage or injury cause to tree due to lawnmovers or while fencing it. Entry for foreign particulars including insects at the damage point in the tree can cause problem. Also necessary attention is required to soil not allowing it to dry. Sufficient watering is necessary to tree for good results.

First of all look if there is any bugs on the tree especially on the leaves it is because bugs are primary cause of a scale on the flowering plum.
