If the jets are opened all the way it could be something as simple as a partially closed knife valve in the plumbing. If simple isn't it then it could be a partial obstruction in the lines, or a problem with the pump itself.

Your jet flow is probably weak because your filters are clogged. If not there may be a problem with the motor.

Basically this could be a defect in the jet itself. A replacement of the parts may be required. Generally, however, it may be a problem with the motor itself. The filters of the motor may be clogged and thus require a replacement of these parts so it could flow smoothly.

There could be mineral desposits in the jets that would make them inoperable. A little trick I picked up for my shower heads is to mix water and vinegar in a pitcher and hold the pitcher up to the shower head for a couple minutes. You could try to do something like this for your tub

Mineral deposits or hard water build up could be clogging the jet. If you remove the jet, clean the empty hole with pure white vinegar and an old toothbrush, as well as soak the jet in pure vinegar over night, that should fix the problem.

It is possible that your spa jet is clogged with buildup from dirt or a calcium deposit from the constant flow of the water. This could be resolved by draining the spa and pouring something like "Limeaway" into the jet. Run water after that, drain, dry, and refill the spa.

Pump Motor or jet motor could be going bad!be Sure to check the filter they some time's clog and reduce power upto 80%. Could be just something stuck or sucked into the filter and messed up the propeller piece's of thread and hair can wrap around it reducing power even stoping the flow all together.

The pump strainer basket could have debris blocking water flow or the filter needs cleaning. Clean basket and filter to restore full water flow.

Well it could be weak due to the amount of pressure that is in the jet. It could be lacking the pressure you need for it to flow.
