The starter kit is simply a SIM card that fits into an unlocked phone. It has around $10 in minutes available and that's it. You have to provide your own car charger and case that came with whatever phone you plan to use. You can find the kits pretty cheap eBay.

The starter kit is only a SIM card. You might get some balance already charged up on it which you can use, other than that do not expect anything else.
