Green is traditionally a soothing color, especially sage greens. Light yellow can be good for a sunny room. Neutrals (white, oatmeal, gray), can be good because they don't demand attention.

Any pastel color is generally soothing, but blues and greens are even more soothing. Avoid any harsh colors such as Red, Orange, or Black. If you are doing a room that is small, try a soft white, it makes the room feel larger, and more airy.

Generally any light color will be soothing but specifically light blue, light green, light yellow, lavender, and neutral colors are the most soothing. Avoid reds, oranges, and blacks as well as bright and vibrant colors. Muted and light colors are the best choices of any shade to provide a soothing atmosphere.

Blue is usually thought to be the most calming. Really any soft, muted colors will do, and darker colors can be very soothing if the room is large enough. Just avoid anything bright or jarring.

Certain colors do inspire feelings and emotions. Pastel colors are often suggested for rooms that are frequented often, such as reading rooms, bedrooms, and family areas. These colors are usually pale blues, greens, or lavender. White walls also inspire tranquility and the feeling of open space.
