The most common cause is dehydration and excessive intake of salt and sugar, in combination with dry, extreme weather. Desert climates or cold climates are equally hard on skin. Some people are naturally prone to dryness, so may need to to keep themselves extra-hydrated to prevent it. Excessive flakiness can be caused by bacterial or fungal infections. Doctors will know.

Your skin just does not have enough moisture. Make sure that the soap you use in the shower is not too drying. Switch to a creamy formula, like Dove or Olay bar soap. Exfoliate in the shower with a scrub. They use a good body moisturizer after you shower. Or you can use baby oil instead of lotion.

Sun is probably the worst culprit in causing dry, flaky skin, and it's very hard to avoid sun damage. Use a sunscreen, of course, but also consider limiting noonday exposure.

Flaky skin can be caused by conditions like eczema and psoriasis, but the cause can be much simpler. It could just be dry, and caused by cold, dry weather, soap, or makeup.
