If you didn't damage the wire, then you just have to strip back a bit of the cover and wrap about 3 or 4 layers of electrical tape over it. You can waterproof it by putting electrical coating over the tape. If you damaged the wire, you have to make a splice. That process really depends on the wire size.

Make sure you know EXACTLY where that wire is before you attempt to dig it up. It's best to use a shovel instead of something like a tractor or backhoe because you can very easily cut right through your wires. Once the wire is dug up you can repair it and then bury it underground again.

Before beginning a repair on your underground wiring you should find out what your local codes are. Your local city inspector should be able to provide you with the advice that you need.
