The balance of an object is related to it's mass distribution. In an object of uniform density, the center of mass - where the object will balance - is located at the centroid of the object. Torque is force acting to spin an object. Torque depends on the magnitude of the force and the distance from the axis of rotation.

An object is balanced if the net torque on the system is zero. In practice, this means that the center of mass of the object lies above the support point.
