If an owner has a clause within their contract with the property management company that provides for cleaning services then it will be up to said owner to enforce the contract he/she has with that company.

A property management company has a detailed contract with the owner(s). This agreement likely includes specifics about keeping the grounds clean and maintained, and how units are to be presented to new occupants per state requirements. Problems should be first reported to the property manager and then to the owners.

Property managers are hired to care for and maintain the building. If they are not doing their job, contact the owner of the building to report issues.

Property managers should always make sure the house or unit that is rented is thoroughly cleaned and disinfected properly before renting the house or unit to the next tenant. It doesn't always mean removal of carpets or repainting, but deep cleaning with the proper equipment and supplies.
