Well, first it depends on what sort of animal. citys have codes about how big animals can be within the city limits, but for the most part animals are allowed.

The problem when taking in a wild animal is they can harbor zoonotic diseases. A wild animal's diet is generally not available in a manufactured form, most veterinarians are not allowed to permit a wild species into their facilities and almost all wild species owners must be registered and granted a permit from their local Wildlife, Fish and Game organization.

Wild animals are protected. You can not own a wild animal as a pet without a permit. These permits are in place to protect both wild animals and the general public. If the animal is injured in belongs in an approved animal sanctuary for rehabilitation. If the animal is not sick or injured it belongs in the wild.
