Growing tomatoes in a basement will required conditions that mimic summer; warmth and a lot of direct sunlight. This means you will need expensive, power-hungry lights.

Your basement should be kept at 60+ degrees and, if it gets little natural light, equipped with special grow lights that are left on 10 to 12 hours a day.

You can certainly grow the tomato plants in your basement, but to obtain red and ripe tomatoes, you need sunshine and plenty of it.
