You should definitely take your bird to a vet immediately. It is possible to set a bird's bones with splints, just like a person's, but you should never try to do that alone if you're not properly trained. Remember, your bird's life may well be at stake, so do the smart thing and take it to a vet.

Birds are surpirsingly tough. Unless the foot is nearly severed and has lost blood flow the foot will heal relatively quickly. Birds have a very high metabolism so heal much more quickly than mammals. If the foot is hanging by a thread so to speak take the Parakeet to the vet, he will have to amputate it.
