You can purchase beetle traps to help eliminate the problem. When the traps begin to fill or you notice beetle population emerging in late spring/early summer, you can buy an insecticide and apply. EcoPCO WPX is recommended and is safe fo your roses. Hand pick beetles and put into soapy water is an option, as is using insecticidal soap.

You can check with your garden center for preventatives, I was lucky I don't have this problem, as I don't like to use chemicals. If you have beetles, and don't like chemicals, you can spray judiciously with a homemade spray with garlic and hot pepper, or wash your plant with a mild soap and water.
