You're going to have to prove that someone used your identity. Either you're going to have to get the officer who issued the ticket to describe someone vastly different from yourself, or you will have to find surveillance footage (such as a red light camera) of that person driving your car.

You will need to go to Court on the date the ticket is set with some sort of proof that someone stole your identity and got the ticket under your name. You might also bring some proof of an alibi--that you were somewhere else when the ticket was issued.

You can go to the DMV and explain your situation. They will run a check and tell you if there are any marks on your license.

First, track down the officer that issued the ticket and see if he/she remembers the circumstances; if you can convince the officer you weren't driving, the ticket might be dismissed. Otherwise, you'll probably need to show up at your court date with witnesses and documents indicating you weren't the vehicle's operator at the time, and hope for the best.

File a police report to establish your identity has been stolen. Next you must respond to the speeding ticket and petition to the court someone used your identity. If you have a witnesses, photos, video of you being somewhere else at the time of the ticket, great. You will have to be fingerprinted and photographed through the police department responsible.

Go and report it to your local Police department. They will do an investigation. Often times they have cameras in cop cars and they can tell who they pulled over.
