For the fleas I would give him or her a flea dip -then for the hives I would consult with a Vet and ask how much Benadryl your dog could have. It is usually like 5 milligrams per ever 10-15 lbs. of the dogs weight. This will help with the hives and itching.

Call your vet. It sounds like your dog is allergic to fleas and probably has sensitive skin. There are several topical meds that you can put on your dog to get rid of the fleas, for example seven dust is effective and only about $5.

Fleas on your pet can be treated with medicated flea shampoo either by you or your vet. Hives should be handled by your vet , the dog may need medication.

You probably need to take greater care about your dog's hygiene. Proper showers, anti-flea soaps and powders need to be used. If your dog is really hairy then it's a good idea to brush his hair often.

Fleas sometimes cause hives on dogs because the dog is allergic to the flea bite. The best thing to do is to get rid of the deals. Make sure your dog has Frontline, or other anti flea ointment. This should kill and keep off fleas and the hives.

The best treatment for fleas are the ones purchased from your vet. The hives concern me as they indicate a possible allergy in your dog. Call your vet.

If your dog is acting lethargic and it's not in his usual character i would recommend you check if he has been drinking enough water. you can also try pedialite.
