What can I do about my roommate who won't pay his share of the bills?

If his name is on the lease, you can take him to small claims court for the cost of back rent upon breaking of the lease. If his name is on the utilities and your name is NOT, let the utility companies sue him for the bills.

Step 1, draw a line in the sand, either a dollar amount or a certain date when you'll act. Step 2, figure out what you'll do after the deadline, throwing him out, calling his parents, starting legal action, or something else he won't like. Step 3, communicate 1 and 2 to him. Step 4, follow through.
