There could be many reasons in which the kitten could be lethargic and drooling, both of these symptoms show of a problem with the kitten that may be caused by a number of separate or together underlying causes which should be assessed by a vet in order to be given the proper treatment for the kitten.

Drooling in not common in kittens, and neither is being inactive, so there may be something medically wrong with the cat that needs the attention of a vet.

Little kittens can get worse very quickly. Particularly if your kitten isn't taking in fluids you need to focus on getting in touch with your vet for a professional judgment from a person who can directly observe the animal. When they're small like that they can get sicker so quickly that it's best not to take any chances.
