Find the lowest point in your park, from which water can drain. Dig narrow trenches between the puddles and the low drain point to encourage water to drain away. Or better, you may use gravel or other fill to raise low points where water gathers, so it runs off naturally.

The mobile home park could be landscaped with higher ground for the trailers to stand on, and small streams leading the water away to lower areas.

Most people would simply dig a drainage channel to allow excess water to run away from the trailer and to the drains.

Either the low lying areas need to be filled or drainage ditches need to be dug around the trailers to drain the water away.
