Take them to see a speech therapist. You might need to get a referral from your pediatrician, but the sooner you take them, the better chance they'll have of making successful progress.

Toddlers needs to hear speaking people around. Just talk anything, you will see development in a week or two. As for eating disorder, don't let her eat between the meals, and don't ever force her to eat, forcing surely backfires. Consult a doctor at first surely.

Speech development can be done by parents by talking and interacting heavily with the young child. Feeding problems may be related to poor motor control (resolved by demonstration and practice) or dietary preferences (offer something different). If the toddler is far behind schedule, see a doctor.

All toddlers develop at different rates, and it's not fair to judge them according to their peers, but if you feel your toddler is not developing his/her speech and feeding skills, then you should have them seen by an ASHA-Certified Speech Language Pathologist.
