What are the steps to troubleshooting fluorescent lights?

first remove the light bulbs, next remove the metal cover and check the connection on the inside if wires are spliced the right way. put the metal cover back on and use new light bulbs. also check if the bulbs are placed in the right path at each end.

First replace with a lamp that you know is good. If it will not fire up, the next thing to change is the ballast.
